What makes true "art"?...What makes a true "artist"?

What is the definition of true "art" in your opinion? What makes a true "artist" from your perspective? Is it how well you can draw-paint-sculpt?..The unique/original ideas a person can come up with?..Or having the capacity to see things other people can't see?

Or perhaps the image that pops up in your mind is that of the stereotypical hipster?
